A clear, developed and well-organised argument
Fare-free public transport is attractive because it treats mobility as an essential public service rather than a private purchase. It could widen access to urban opportunities and reduce dependence on cars; however, removing fares also transfers the full cost of the network to public budgets. I believe affordable, targeted subsidies are generally more effective than making every journey free.
The strongest argument for the policy is social inclusion. A reliable bus or rail network connects residents to jobs, universities and hospitals, yet repeated fares can exclude households with limited incomes. Eliminating this expense would make those services easier to reach. In addition, free travel could encourage motorists to leave their vehicles at home. If accompanied by frequent routes and dedicated lanes, this shift would reduce congestion, shorten journey times and lower emissions across the city.
Nevertheless, free access does not mean free operation. Vehicles still require drivers, maintenance, energy and security, and these costs would have to be covered through higher taxes or reduced spending elsewhere. There is also a capacity risk. A sudden increase in demand without equivalent investment could create overcrowding and unreliable schedules, making the system less attractive to the very commuters it is meant to serve.
In my view, cities should first guarantee an affordable, high-quality network and then remove fares for groups who face the greatest financial barriers, such as students, pensioners and low-income jobseekers. Other passengers could continue paying a modest fare. This balanced model preserves revenue while directing public support towards journeys with the greatest social value.
